(CNN/Meredith) A newborn baby has been found dead in below-freezing temperatures on Tuesday in Port Jervis, New York.

The baby had been abandoned and left out overnight without any clothes or blankets.

“Anybody who would do this is less than human,” a local man said.

Police confirmed a neighbor called in for help at around 10:15 am on Tuesday.

The neighbor said her children were the first to find the infant. The children thought it was a doll and asked her to come out and check. The woman said the child was life-less and left on a cold rock.

Plain clothes detectives were seen talking to people three houses down from where the child was found. The police have yet to release any additional information.

“How could you do that to a little baby? It doesn’t make sense to me,” one neighbor said.
