In October, Garrett Dye confessed to the beating death of 9-year-old Amy Dye.

Amy's body was found about 100 yards from their home in Todd County, KY.

His attorney plans to file an appeal in reference to whether Dye's confession was voluntary or coerced.

The case has sparked concerns about Kentucky's child welfare system.

Records suggest that social workers ignored or dismissed allegations of abuse and neglect before Amy's death.
