NASHVILLE, TN (WSMV) -

A controversial plan to limit how people sell The Contributor street newspaper in Nashville is dead and a new proposal is in the works.

Last October, Metro Councilman Steve Glover sponsored an ordinance that would ban vendors from selling papers to drivers as they pass by.

Vendors who are homeless or formerly homeless immediately spoke out against the plan.

Glover scrapped the bill Tuesday night. Instead, he said he plans to propose another measure.

The new bill will require newspaper vendors to take safety training courses to obtain certificates and permits to operate.
