NASHVILLE, TN (WSMV) -

Two things in life are certain: death and taxes. But you might want to consider adding rising insurance premiums to that list.

The rising premiums will affect those who buy insurance under the Affordable Care Act.

Apparently, not enough young and healthy people have signed up for insurance. That is one of the reasons BlueCross BlueShield of Tennessee gave for raising premiums an average of 19 percent.

A BlueCross BlueShield spokesperson said the costs of delivering care were higher than expected.

The State of Tennessee has agreed to let BlueCross BlueShield and other marketplace insurers raise rates.

Cigna's marketplace rates will go up an average of 7.5 percent. Humana's rates will go up just over 14 percent.

The increases take effect Jan. 1, 2015.

What happens to premiums subsidized by the government? BlueCross BlueShield said that depends on several factors, including income level and the plan enrolled in.

BlueCross BlueShield added their premiums for 2015 are still among the most affordable options.
