Man arrested on outstanding warrants after multi-state chase

CLARKSVILLE, TN (WSMV) -

Drivers on Interstate 24 on Monday thought they were witnessing a case of road rage.

Three people were chasing Foy Phelps and his girlfriend on Interstate 24. The people in the car recognized Phelps, who was wanted by Clarksville police on outstanding felony warrants.

The chase began in Kentucky along I-24 and ended in Tennessee at Exit 11 in Clarksville on I-24.

Phelps and his girlfriend claimed they were being pursued by the three people in the SUV.

"They showed us weapons earlier. They tried to run us off the road," said the girlfriend on a 911 call, who was not identified by authorities.

The chase continued for more than 11 miles on I-24.

The people in the SUV also called 911.

"I'm following him right now," said the SUV passenger. "He happened to be in front of me. We are going down the interstate toward Exit 4."

Phelps attempted to elude the people following him.

"He's trying to get away from me," said the SUV passenger.

The caller claimed Phelps was being threatening.

"He's making threats," the caller said. "We've been talking to police about it."

Dispatchers were getting a different story from Phelps' girlfriend.

"Oh my God. They are so close," she said. "They are tailgating us. Oh my God, they almost hit us."

Phelps got off the interstate at Exit 11 and parked in front of his girlfriend's relative's house.

When Clarksville police arrived, they arrested Phelps on outstanding warrants.

The people in the SUV were not found by police.
