RALEIGH, N.C. - The Senate has offered details to its solution to contain North Carolina's Medicaid costs. They are considerably different from those backed by the House and Gov. Pat McCrory.

Senate Republicans unveiled Wednesday a proposal to allow health plans led by doctors and hospitals or by insurance companies to treat Medicaid recipients. The House plan would allow only provider-led networks. The Senate also wants plans in place years earlier than the House.

The Senate also would move the state Medicaid office to a new Department of Medical Benefits overseen by a board. The House makes no change in agency.

A committee reviewed the plan and was to debate it some more Thursday.

Organizations representing hospitals and doctors oppose the Senate's plan. The McCrory administration also has concerns.
