FLOWOOD, MS (Mississippi News Now) -

Gov. Phil Bryant says the massive law enforcement response and confusion at the Mississippi National Guard Base in Flowood Wednesday morning was caused by a device to scare birds.

Bryant says the Jackson Municipal Airport Authority set off the device, which sounds like gun fire, to scare birds away from the airport. Someone on the National Guard Base thought shots had been fired on base.

State, local and federal authorities from across central Mississippi responded to the reported shooting. Bryant drove to the base from Gulfport.

Bryant went on to praise the law enforcement response to the base.

Bryant said an exercise was scheduled at the base tomorrow, but it's been canceled due to weather.

The incident started out as a call about shots fired inside a building sometime around 10 Wednesday morning. Numerous agencies responded, but no one could give a clear answer to what was going on at the base.

On police radios, several officers were heard questioning whether it was a drill and they were told it was not.
