Vendors of the popular community newspaper The Contributor can still sell papers along the streets of Franklin, but with a few new rules.
The board of mayor and aldermen agreed Tuesday evening to continue to allow the newspaper sales, but vendors must now only sell from the sidewalk and on the passenger side of vehicles.
Opponents argued that when vendors stepped into the street, it became a safety concern.
The Contributor highlights issues among the homeless community, and its vendors are homeless or formerly homeless and struggling to get back on their feet.
