FRANKLIN, TN (WSMV) -

Franklin police said a man driving 90 mph on a local interstate Tuesday morning was under the influence.

Officers stopped 21-year-old Samuel Oechslin on Interstate 65 near mile marker 63 just before 2 a.m.

Police said Oechslin was intoxicated and arrested him for his second DUI offense, as well as speeding, violation of the implied consent law and no proof of insurance.

Because of the previous arrest, officers were able to order a blood test without his consent.
