NASHVILLE, TN (WSMV) -

Gov. Bill Haslam says he wants to start small with a school voucher system and go from there.

The governor proposed the plan during his State of the State address Monday. His plan stipulates that only 5,000 students would be eligible for vouchers next year. Over the following three years, the eligibility would grow to 20,000 students.

Haslam said the goal is to do what's best for students first, school systems next.

"Ultimately, we're most concerned about students, not systems. We took that into play, and that's why we said let's grow into this and see what happens. And if it works, and students get a better experience, and districts overall improve then I think we can grow it from there," Haslam said.
