The driver, Rory S. Liberty, 33, remains hospitalized.
Prosecutors have filed two felony assault charges against Liberty and are seeking a $100,000 bond.
Liberty drove at least three miles the wrong way on Interstate 435 before crashing into the women's car.
According to court records, Liberty was drunk at the time of the crash. He admitted to drinking beer and whiskey at a friend's house before the crash, according to court documents. Officers smelled alcohol on his breath when they arrived to the crash site.
