Rae Shean Buggs was charged Wednesday in the fatal shooting of a man outside a market on Jefferson Street.
According to police, Buggs was charged with criminal homicide in the June 12 shooting of Jason Earl Thomas, 32.
Investigators said Thomas was standing with a group of several people prior to the shooting.
Officers said Thomas walked to his car and while seated behind the wheel, the gunman walked from behind a market on Jefferson Street and fired multiple shots at Thomas through the passenger side window.
Police said the shooter ran away but was later identified by several witnesses.
The motive for the murder remains under investigation.
Robbery, police said, appears to be an unlikely motive as drugs and cash were recovered from Thomas at the scene.
Buggs has a previous criminal history of drug possession and resisting arrest.
