The federal government ordered the place shut down in December after there were two accidents less than a month apart.
A critical report has since blamed the mishaps on a number of management, safety and communication problems.
Critics said the Nuclear Regulatory Commission has jumped the gun, that it has yet to decide what enforcement action to take about the problems but still authorized the factory to start up and didn't hold a promised public meeting before making that decision.
