PARIS, Tenn. -- A constable in Henry County wants to make arrests, so he's taking his fight to court.Constable Thomas Tharpe is suing Henry County and Sheriff Monte Belew.A few months ago, the Henry County Commission voted to limit the powers of constables by prohibiting the elected law-enforcement officials from making arrests.In the lawsuit, Tharpe is requesting that his arrest powers be reinstated through the end of his term.
