CLARKSVILLE, Tenn. -- Dog owners in Clarksville who chain their dogs could face tougher penalties.The Humane Society got permission from the county to form a chaining committee to look into stricter rules for people who tether their dogs with chains.The move comes after a German Shepherd became entangled in his chain. The dog had to be put down. Its owners were charged with animal cruelty.
