Rape Charge Dropped Against Teen

MURFREESBORO, Tenn. -- A rape charge against a teen was dropped after a recent incident on a Murfreesboro school bus.Brandon Stover, 18, was accused of raping a 14-year-old girl on a school bus in February. The charge has been downgraded to sexual battery by Murfreesboro General Sessions Judge David Lowery."That charged has to be dismissed without prejudice," Lowery said.Police had said that Stover raped the girl while 60 other people were on the bus, including the bus driver, in February.
On Wednesday, Stover’s accuser testified what she said happened, after which the judge decided to downgrade the charge."He was rubbing his hands up and down my thighs," she said. "He was holding my hands, too, so I couldn't, I was trying to pull away from him and like push him off. … I was, like, telling him to quit. Then he put me in a headlock. It wasn’t a violent headlock, like, he wasn’t associating it with violence. He was trying to play around, but I told him to stop and he didn't."Surveillance video from the bus showed the girl resisting Stover and yelling "no." The video was played in court as part of the testimony.Police had charged Stover with rape after watching the video.Stover and the girl were students at Riverdale High School. He was set to graduate this year.Sexual battery is still considered a felony in the state of Tennessee, and Stover’s charge will be presented to a grand jury in July.After the incident, parents began asking for more security on all school buses, and Rutherford County school officials said they are looking at a number of options, including cameras on every bus.
