Honolulu, Hi., ranked No. 1 on the list in due part to low crime and their schools spending almost $9,000 per pupil. Unemployment ranks less than half the national average in Honolulu.Virginia Beach, Va. ranked as the top city on the U.S. mainland to raise a family.Channel 4 talked to Montgomery County Schools Director, Mike Harris, on Tuesday who defended the amount of money that the county spends on students. He said what matters is the quality of the education, not how much money is pumped into the system."In our district, we're getting results. We have the highest percentage of improvement in graduation rate across the state this year. We have more proficiently advanced students by school then most districts around," said Harris. "The article was a lazy article." Get the full list of cities and learn more about the rankings.
