NASHVILLE, Tenn. -- The cause of death of a teenager who died in state custody may never be known unless the case goes to court.

Omega Leach died in June at Chad Youth Enhancement Center for troubled kids in Montgomery County.

The Department of Children’s Services said its report isn't ready yet but that even when it's done, it won't be public record because investigations into child abuse or neglect are protected by privacy laws.

The medical examiner calls Leach's death by strangulation a homicide.

Officials said the staff members who were restraining Leach have not been charged.
