The sheriff of Montgomery County says a recent death at a local youth center was not an accident.

Authorities said on Thursday that the teenager's death was a homicide.

Omega Leach, a 17-year-old from Pennsylvania was sent to Chad Youth Enhancement Facility in the spring of this year, but on June 3, he reportedly tried to choke a staff member.

He was restrained by a worker and placed face down, which caused Leach to stop breathing.

The medical examiner listed the death a homicide. So far charges have not been filed. The police report lists Milton Gerald Francis and Randall Dale Rae Jr. as the two staff members who restrained Leach the day he died.

The Montgomery County Sheriff's Department is investigating the death.

"All of the evidence that we've collected up to this point will be gathered together. The toxicology, the autopsy results, the investigators will present the evidence to the grand jury," said Ted Denny of Montgomery County Sheriff's Department.

Leach's death was the second at the center in less than two years. In 2005, Linda Harris, 14, collapsed and died after being restrained by staff.

No charges were filed in that case.

The Department of Children's Services is conducting their own investigation to see if children are being abused at the Chad Youth Center.

Channel 4 called the facility to get their response to the medical examiner’s report to this year’s death. When Channel 4 told the Chad worker the reason the station had called, they hung up the phone.

Chad is a private facility but is monitored by the state Department of Mental Health and Developmental Disabilities. The state department recently suspended all admissions to the Chad Youth Center.
