Woman Said She Didn't Know About 2 Deaths At Center

The mother of a former patient at Chad Youth Development Center said she had no idea that two teens had died there.

Lois Dunlap’s daughter, Stacy Wood, was a patient at the center. Dunlap said she didn’t know about the deaths until she saw an I-Team report.

"If I had known that a child died there, I never would have put my child there,” she said.

Two children, ages 14 and 17, have died while at the center, officials said.

"I don't think that place should still be open,” Wood said.

The center has since been locked down and is no longer allowed to accept new patients.

Wood spent six months at the center last year.

She demonstrated on her brother how the staff at Chad would restrain children who acted up.

"They had their knees in your back (and) arms like this to where they cannot move,” she said.

"I'm outraged," Dunlap said.

Wood said she doesn't dispute that she was an unruly child.

She has had emotional problems since her two brothers died in a house fire.

But she questions why she and others were physically restrained for infractions like cursing at the staff or not walking in a straight line.

Officials said that the two teens died while being restrained.

Wood said one girl was slammed on the floor.

“They threw her on the ground so hard that her face got busted,” she said.

She said another girl was thrown down so hard it broke her arm.

"You could hear it. It was like a loud pop,” she said.

Her accounts are similar to what other teenagers said when they talked to Department of Children Services’ caseworkers in January 2005.

They complained a supervisor "will try to hurt students during restraints" and "wants us to scream."

DCS blamed Chad's "immature and poorly trained staff” and started monitoring Chad more closely.

Eight months later, 14-year-old Linda Harris was dead.

Wood said she is proud that her behavior did improve while at the center due to a very good therapist.
