Youth Center Cited By State In Past

2 Teens Died At Center In 2 Years, Reports Say

A state agency said the youth center where two teens died has failed to report other incidents in the past.

The state has suspended new admissions at the center until October as a precautionary measure.

The Chad Youth Enhancement Center was cited last year by the state Department of Mental Health and Developmental Disabilities. The department accused the center of not reporting the incidents.

The suspension follows the deaths of two teens who police said died after apparent heart problems while being restrained by the staff.

Linda Harris, of New York, was 14. She had been sent to Chad for emotional problems and died in September 2005, less than a week after she arrived.

Omega Leach, a 17-year-old from Pennsylvania, died June 3 after center officials said he tried to choke a staff member and was restrained face-down.

Civil rights advocate Terry McMoore said two teens in two years is too much.

"These facilities really need to be checked by government entities before they send these kids here,” he said.

Last year, the department cited Chad for failing to report two incidents: one in May and one in July.

The state won't confirm what happened in May, but police records show that a Chad employee was charged with raping a client.

Jose Yambo pleaded guilty to statutory rape in February and received a four-year suspended sentence.

Records do not indicate what event happened in July that Chad failed to report to the state.

“Until we and all other parties have completed a thorough investigation of this facility, we do not feel it is in the best interest of any Tennesseans or other involved persons to discuss this matter publicly,” the department said in a statement.
