Channel 4 Finds Smoking Areas In Garage

NASHVILLE, Tenn. -- State Rep. Brian Kelsey on Thursday berated fellow lawmakers on the House floor for flouting a smoking ban at the legislative office complex.
Video: Capitol Hill Smokers Leave TrailLawmakers last year banned smoking in buildings owned or operated by the state, including in Legislative Plaza. But Kelsey said he has kept a log of people smoking in legislative offices and in the parking garage. The Germantown Republican waved around spent remains of a smoked cigar that he said he found on the lawmakers' level of the garage."This so-called smoking ban is being flagrantly violated by the very people who voted for it last year," said Kelsey.Kelsey said skirting the smoking ban is all the worse in a year when lawmakers are considering a hike in the state's cigarette tax and a statewide ban on workplace smoking."The hypocrisy required for us to try to ban smoking in private establishments when we're not even enforcing our own smoking ban is shameful," Kelsey said.House Speaker Jimmy Naifeh said he would bring Kelsey's concerns to the attention of the building manager. The Covington Democrat later declined to comment further on Kelsey's observations.After the House session, Channel 4 asked Naifeh if he had anything to say about Kelsey's accusations.Naifeh only replied, "No."Channel 4 News went looking for evidence of smoking violations, and it was easy to find, especially in the parking area of legislative plaza.Inside the garage, Channel 4 found smoking areas complete with chairs and ashtrays that have been set up. Cigarette butts also littered the floor in some of the darkest corners of the garage.
