Sex Offender Avoids GPS Tracking Device

Concerns Raised About State's GPS Procedure

A dangerous sex offender is nowhere to be found, and there are questions about the amount of time the state apparently allows between sex offenders' release and when they are attached to a GPS device.

Daniel Carr is the man they're looking for, considered so dangerous that he's under community supervision for life.

The Macon County Sheriff's Department couldn't keep Carr one day longer beyond his release date of March 27.

Carr had 48 hours to report to state parole officers for a GPS ankle monitor, said Macon County Det. Bill Cothron. He didn't report after his release.

Because Carr was a state prisoner and a sex offender, it was up to a state parole officer to put the GPS device on Carr.

"I think we've had a lack of communication," Cothron said.

Carr's rap sheet shows 58 sex offenses in 13 years -- a convicted child molester who targets boys and girls between ages 12 and 15.

"He's typically what we would call a fixated offender," said Cothron.

Carr was the class valedictorian at Macon County High in 1990. In 1997, he was on his way to becoming one of the state's most dangerous sex offenders.

"Mr. Carr is very manipulative. He can very easily convince somebody of who he is. He's a very smart individual," said Cothron. "It is our No. 1 priority to make sure that this gentleman is put back into jail."

Cothron said he witnessed Carr's power of persuasion during Carr's short stint in the Macon County Jail.

Carr is on the Tennessee Bureau of Investigation's most wanted list.

The Macon county sheriffs department said Carr is known to easily gain the confidence of children.
