49 States Receive 'F' In College Affordability

Tennessee, New York Only States Showing Improvement, Says Study

When it comes to paying for college, every state but one is failing, according to a study by the National Center for Public Policy and Higher Education.

The group gave an "F" in college affordability to every state except California. California received a "C" mainly because it has a relatively inexpensive community college program.

Although Tennessee received an "F," it was one of only two states that have improved their relative affordability of college since 2000. New York was the only other state that showed improvement, the study said.

The affordability grade is based on what percentage of a family's income goes to college expenses.
