ASHLAND CITY, Tenn. -- A controversial youth treatment center has a new name.Chad Youth Development Center in Ashland City is where a Philadelphia boy died of strangulation last year, apparently at the hands of the staff.There is a new sign up at Chad, and it has been renamed the Oak Plains Academy.However, the center is still owned by the same company.
