NASHVILLE, Tenn. -- A private youth facility in Ashland City where a teenager died in 2007 is being sued in federal court.The mother of Omega Leach is suing Chad Youth Enhancement Center and the city of Philadelphia for sending her son to the center.She claims the city knew about previous problems with how residents were treated.In June 2007, Leach stopped breathing after being restrained by two staff members. The medical examiner determined that he was strangled and ruled his death a homicide. Neither staff member has been prosecuted, but one of them has hired a criminal defense lawyer.
